Immediate term – 2023
Ongoing regulation development work to Parts 171 and 172
We expect the following work in the immediate term for:
- Part 171 of CASR Aeronautical telecommunications service and radio navigation service providers: planning for legislative drafting.
- Part 172 of CASR Air traffic service providers: planning for legislative drafting.
Regulation drafting is subject to drafting capacity in the Office of Parliamentary Counsel.
Ongoing policy development work to Parts 173 and 176
We expect the following work in the immediate term for:
- Part 173 of CASR Instrument flight procedure design: policy development work to continue in 2023.
- Part 176 of CASR Aerodrome rescue and firefighting services: we expect to finish policy development in 2023. Regulation drafting and further industry consultation will take place in 2024 dependent on drafting capacity in the Office of Parliamentary Counsel.
Near term - 2024
Continue policy and regulation development work to Parts 171, 172, 173 and 176
We expect the following work in the near term for:
- Part 171 of CASR Aeronautical telecommunications service and radio navigation service providers: legislative drafting to proceed. This is dependent on drafting capacity in the Office of Parliamentary Counsel.
- Part 172 of CASR Air traffic service providers: legislative drafting to proceed. This is dependent on drafting capacity in the Office of Parliamentary Counsel.
- Part 173 of CASR Instrument flight procedure design: policy and regulation development work to continue.
- Part 176 of CASR Aerodrome rescue and firefighting services: regulation drafting will commence in 2024. This is dependent on drafting capacity in the Office of Parliamentary Counsel.
Medium term 2025-2026
Implementation of regulatory changes affecting Parts 171, 172, 173 and 176
We expect implementation and transition to be occurring within the medium term. This is dependent on the progress of regulation drafting. We will continue to engage industry during the implementation of the program.
Airspace management issues arising from emerging aviation technologies
Our forward planning shows we will need regulatory changes in the medium term. This is to maintain effective regulation of airspace because of new technologies.
We expect this will include regulation of the proposed uncrewed air traffic management (UTM) ecosystem and related technologies such as ‘detect and avoid’. We have begun preparatory work on these changes.
