Organisations experiencing significant staff retention challenges with potential safety implications.
What can CASR Part 121 operators do?
To help mitigate staff retention and turnover, you should:
- make sure you have effective training management system – including tracking of currency requirements etc.
- make sure you are providing robust training
- establish an effective onboarding process and ensure that it includes all training requirements
- avoid key person dependencies. Make sure there is sufficient redundancy within the organisation to cover key training and checking roles
- make sure those people holding key person positions within the organisation are the appropriate person for the job.
What is CASA doing or has already delivered?
CASR Part 119 lists the requirements for the certification and management for air transport operators. CASR Part 119 includes the requirements for:
- scalable training and checking system
- scalable human factors and non-technical training (HF/NTS) for operational safety critical personnel.
This ensures all operational safety critical personnel are at an acceptable level of competency prior to undertaking safety critical tasks.
We have published new training and checking requirements in CASR Parts’ 119 and 121. This helps make sure operational safety-critical personnel are proficient in the required competencies to support air operations.
There is also guidance material to support these requirements. The guidance helps operators establish an effective training and checking system as well as deliver non-technical skills training.
The CASR Part 119 Acceptable Means of Compliance – Guidance Material details one way you can meet the requirements of CASR Part 119. This includes details on training and checking systems as well as requirements for key personnel.
Further examples of guidance include:
- Advisory Circular (AC) AC 119-11 and AC 138-02 (Training and checking systems)
- a specific AC on Human factors principles and non-technical skills training and assessment for air transport operations (AC 119-12).
