A Proposal to Require AOC Holders to Provide Information via a Biannual Survey - Proposed Amendments to Civil Aviation Orders (CAOs) 82.1, 82.3, 82.5 and 82.7
Purpose/Objectives
CASA has, in recent years, made several major strategic policy changes. These include placing a greater emphasis on the safety of passenger-carrying operations and broadening the definition of safety to include the management of risks rather than merely regulatory compliance.
In order to implement these strategic changes, it is necessary to augment the information available to CASA, including information about the functioning of aviation organisations.
For CASA to shift a greater proportion of it’s resources to passenger-carrying operations much more detailed information is required about the level of such activities occurring within particular Air Operators Certificates (AOCs). At present, while CASA has data about whether an AOC has obtained regulatory permission to carry out RPT or charter operations, it will generally not have any data on the quantity and nature of these activities or the relative importance of these operations to the organisation as a whole.
Although CASA has broad regulatory powers to seek information this Civil Aviation Order (CAO) change seeks to clarify the manner, format and type of information which may be sort from AOC holders.
