Language proficiency assessment necessary for flight crew
From 5 March 2008, all applications for a new flight crew licence at PPL level or higher must include a language proficiency assessment. This is also a requirement for anyone wishing to fly overseas after that date.

Multi-crew pilot licence (MPL)
March 2007
CASA is working with industry to implement the new Multi-crew Pilot Licence (MPL), which was established by ICAO in November 2006. New regulations and a Civil Aviation Advisory Publication (CAAP) are under development. Compared to traditional training pathways it makes greater use of simulators, adopts competency-based-training methods and further applies human factors and threat and error management in all phases of training.

Flying training industry development
Flight Instructor development and training is fundamental to the maintenance and evolution of flying training quality and standards. CASA is working with industry to improve the capability of flying instructors with a number of initiatives including the formation of a Flying training industry development panel and an updated reissue of the Flight Instructors manual.

Competency Based Training (CBT) Education
CASA introduced the concept of CBT in its Day VFR syllabus issued in 1999, for training for the issue of aeroplane PPL and CPL licences, and the new regulations will require CBT to be extended to encompass training for all flight crew for the issue of licences, ratings and endorsements.
As part of Bruce Byron’s initiatives to assist industry to improve the quality of flying training, CASA has developed an education course to enable flying schools to build their own training plans and training record systems that are based on CBT principles.
