Identification of emerging risks in Australian aviation

Risk management approach to aviation safety

A risk management approach to aviation safety seeks to match up the safety threats which accompany the operational task with appropriate safety support systems to control these threats.

CASA is presently seeking input from the aviation industry, representative groups and safety experts regarding what we would classify as strategic and emerging risks associated with passenger carrying operations. These may be risks within the aviation industry which are present now and are likely to increase, or are not yet present but are likely to emerge, over the next 3 – 5 years. They may emerge either through changes to the operational task which the supporting systems have not adapted to, or cases where the supporting systems themselves have deteriorated and are no longer controlling risks as well as they did before.

The link below lists examples of operational tasks and support systems. It is not intended to be exhaustive but provide guidance on the types of elements which may be considered in assessing the emergence of associated safety risks.

In contemplating the issues please consider elements which impact on the industry, or a sector of the industry (maintenance, charter, RPT etc.), as a whole rather than at an organisation level. In addition please focus on the safety implication the issue will have on passenger carrying operations in particular.
